The Universal Hold Authority exists to place a single caller into a queue, and keep them there, for exactly as long as it takes to not connect them to anyone. No prior appointment is required. No eventual appointment is guaranteed either.
Estimated wait is recalculated continuously from your current position in the queue, expressed with total confidence in minutes. It is not designed to reach zero, and in the rare event that your position does, a new, higher position is issued immediately.
This is not a malfunction. The Authority considers the queue a closed loop and encourages you to do the same.
Every call, however long, concludes with a certified Hold Report: total time on hold, number of reassurances received, and a Patience Utilized score. That score is fixed at zero percent, regardless of performance, because patience — however genuine — carries no measurable value here.
It doesn't, technically. But every hold line has always promised a representative who never quite arrives, and now, for a few honest minutes, it admits it.
